We’ve actually figured out the logic of this operation being unpredictable. It is complicated to explain, but let’s just say that people need their minds completely confused before they are going to accept the necessary version of reality they’re about to be given. Continually burning them for trying to predict the future is part of preparing their minds for that. It maximizes the success of it.

We're pretty sure where we're going to end up and we've already found multiple pathways that don't require SCOTUS. It is VERY likely (in our opinion, of course) that how this happens is going to be maximally unpredictable and there's very little point in speculating the path.
